Urge Your Senators to Disapprove Planned Parenthood Title X Funding Rule
A river of federal funding currently runs to Planned Parenthood. We have an opportunity to restore the states’ ability to stop one stream of our taxpayer dollars flowing to the nation’s largest abortion provider through the Department of Health and Human Services, (HHS) and Title X funds. On February 16, the U.S. House of Representatives passed H.J. Res 43 to nullify a ruling by former President Obama which prevented states from excluding providers such as Planned Parenthood from receiving federal funds through Title X. Our attention now turns to the Senate. Please contact your senators today and urge them to vote in favor of S.J. Res. 13 .
The Title X rule change, effected late in former President Obama’s term is bad policy and should not be allowed to stand. As Cardinal Dolan stated in his February 14 letter to Congress, “It is deeply troubling to many Americans that Planned Parenthood, the nation’s largest abortion network…receives more than half a billion taxpayer dollars per year. This concern has rightly grown with revelations about Planned Parenthood’s willingness to traffic in fetal tissue from abortions, and to alter abortion methods not for any reason related to women’s health but to obtain more ‘intact’ organs. Additionally, a recent revelation that the vast majority of Planned Parenthood facilities do not provide prenatal services provides additional evidence of its bias toward providing and promoting abortion.” You can see the Cardinal’s full statement here.

“Please vote for S.J. Res. 13, the resolution of disapproval to nullify President Obama’s December 19, 2016 Title X rule change (81 Fed. Reg. 91852). This is bad public policy and should not be allowed to stand. Americans do not want their tax dollars used to fund the nation’s largest abortion network which traffics in the body parts of its unborn victims.”
At the end of the Obama Administration, on December 14, 2016, HHS approved a new regulation under the Title X program that prevents states from excluding providers such as Planned Parenthood from receiving funding based on state criteria, such as a requirement that recipients provide comprehensive primary and preventive care in addition to family planning services. The rule went into effect on January 18, 2017.
The Title X program is a family planning program run by the Office of Population Affairs at HHS for the purpose of reducing population growth by providing family planning to low income women.
Under the Congressional Review Act, Congress has 60 days to overrule a new regulation through a joint resolution of disapproval. A House resolution (H.J. Res. 43) was introduced by Rep. Diane Black (R-TN) and was approved by the House on February 16 by a vote of 230-188. The Senate resolution (S.J. Res. 13) was introduced by Sen. Joni Ernst (R-IA) and is awaiting action in the Senate.
